Security has primary concern which is preservation of life and creating a balance between competing dynamic forces that are at work in society in favour of safety .

On Sunday 13th of Aug two of SQR security staff assigned to JW3 a high profile Jewish community hub were alerted to a potentially serious incident. A double-Raymonddecker London bus with passengers on board had caught fire .

SQR’s Emilio Garcia and Marius Asteika both responded immediately with Marius assisting the passengers to evacuate the bus  and Emilio in fighting the fire to stop its escalation and the dangers it posed to the passing cars and pedestrians all this amid bellowing smoke and explosions in the engine compartment .They both proceeded to maintain a cordon to prevent bystanders approaching the blazing flame.

Emilio and Marius are trained close protection operatives trained at SQR’s centre of excellence .

During this incident they acted within SQR protocol during life threatening incidences  remove from danger e.g evacuate in this instance , protect ,  deescalate when ever possible  maintain control and safety .

Their actions have been praised by Raymond Simonson  the leader of the JW3

“Their only thoughts were for the safety of the passengers caught on the burning bus, which is typical of all the SQR security staff at JW3,” he said.

“I wasn’t at all surprised – we constantly receive praise and positive feedback from members of the public for our wonderful security team.”

the national and international press were also quick to see the merits and professionalism of the SQR staff and have given a wide coverage of their actions in their out lets .

The renowned London daily had this to say

A security guard who said today that he thought the double-decker was going to explode.

Emilio Garcia, 36, was on duty at a nearby building when he heard a loud bang outside Finchley Road and Frognal Overground station on Sunday.

He ran towards the noise and saw flames and smoke billowing from the No 117 bus. He helped several passengers off before grabbing a fire extinguisher from the driver.

Added to that there are 800,000 armed police with a stablished reputation of using their weapons aggressively.

The main threat in USA is guns and crime and occasionally the law enforcements. The figures make it clear that this is no Walt Disney landscape and you need to develop a good local knowledge for example of crime hotspots, type of crimes, active gangs, and their area of operation and methodology.

It is essential to take into account active, current threats rather than the news driven high profile threats that frankly are statically should be very low on the scale of priorities.

Essential tools for close protection operative in USA is an accurate threat and risk assessment, thorough planning, well-practised situational & spatial awareness and hopefully a gun!

With the summer games fast  approaching many high net worth individuals and their security personnel will decamp to Brazil.

Brazil poses its own unique security threats for security professionals who will arrive with their clients.

Let us not forget that tweeted message from a Islamic  member which gained wide spread news converge recently , “Brazil, you are our next target”  nevertheless if we put things in to proportion Latin  America is not assessed to be a hot bed of Islamic extremism and most of its armed opposition are motivated by political views far removed from the Islamic  extremists  they mostly name far left Marxist Leninist ideas as their motivation.

The biggest threat to visitors are the frightening crime figures for example it had one of the highest murder rates in the world .

Wide areas of  the major cities are under the influence if not control of heavily armed gangs who have not hesitated to engage the state and its various enforcement agencies  in all out armed conflicts on the street  to protect their interest .

As in the rest of Latin America kidnapping in all its variety of types are a very valid threat across the country  often very violent with the Express type being very common where the victims are taken to ATM machines immediately to withdraw cash to secure their release .

Violent car jacking at traffic lights or at residence are a daily occurrence as are  mugging specially if strangers are  in the wrong place at the wrong time .

Guns are in easy supply and most criminals are armed and use them freely  the police will use fire arms also   without hesitation and in public crowded areas.

Brazil is also a major drug hub and heavy user of class A drugs which brings about all the predictable dynamics in to the ix for security planner .

The other threat  that lurks under currents is  violent protests many of which were witnessed leading up to the world cup , the Brazilians can and will take to the streets to air their views to the authorities  and sometimes very forcefully .

Uniquely this Olympic also poses major medical  concerns  with various  mosquito born diseases such Zika virus .

The authorities  have been very active of recent to confront the gangs and street criminals in preparations for the games  but given the fact the game offer very rich pickings for all criminal the threats have to be viewed as very much real .

 

In short the security planner has to have a through understanding of high risk urban threats and environments and be prepared accordingly.

So often the individuals involved in the industry overlook the implications of the wider world events on all aspects of their profession .They seem to live in a self-created bubble that mostly comforts them in the belief that keeping up with physical aspects of the art form is sufficient to deliver them and their clients into a safe zone of their own making!.

The latest guns and body armour or paramilitary accessories seems to dominate conversation and the mental aspect seem to be one of endurance coping with pressure and alertness, all no doubt of great importance.

Never the less the best guns and armour and military attire and speaking in abbreviations will not protect anyone if you have blindfolds on!

Blindfolds addressed here are the lack of interest and in depth knowledge of fast changing world events with bewildering range of consequence on the field. This has many root causes but a close Protection Operative cannot get by with excuses in effect if you can’t tell the difference between various factions be they religious, ethnic or political and at times understanding that they combine and form a front that has defeated large military forces who have played ignorant of them.

In short if you don’t know your Shia from Sunni or have never heard of Wahhabi or Salafism and have never attempted to understand the clan mind set inherent in many Arab countries or think Iranians are Arabs and are in any way confused about difference between Judaism and Zionism or Palestinian issue don’t go to Middle east and if you still think of Turkey as depicted in your holiday brochure and think streets of Europe are not effected by any of the above hang up your hat and stay in.

Indeed if you have no idea why the Ukrainians and Russians are aiming guns at each other stay out of there too for good measure if you don’t understand and care to study the social back ground of your area of operation do yourself and your clients and team mates  a favour and stay home  as the crucial and fundamental part of the work that of  “ threat and risk assessment “ has everything to do with understanding the key triggers in the environments you are going to work and if you don’t get that no amount of military attire ,gung-ho attitude and jargon on the radio is going to protect you .

Many close protection operative are tempted by the cash incentives and the drama and excitement of the war zones. Certainly there has been a shift  in market place with the governments withdrawing forces and visible presence from such areas due to public reactions to casualties and costs.

The legitimisation of the armed private security contractors in recent times has given birth to a completely new industry. It wasn’t long ago that such activities was conducted secretly and was generally regarded as illegitimate, now governments in particular  that of USA have an open policy to use armed private contractors for various tasks.

The private security contractor does not benefit from public support or sympathy, they also lack  in most cases  the benefits the regular soldier relies upon , such as legal framework when on deployment overseas,  governmental level of support in logistic , medical and intelligence and not to mention being part of an a recognise and established national  armed forces.

In short the private security contractor is exposed to more risk and threat and  with very few tools to mitigate them strategically or tactically.

With the influx of service men from many countries into the armed contractor industry who are willing to work for less fees the financial rewards have certainly taken a down turn.

Though the article is entitled close protection and war zones make no mistake when in deployment overseas into war zones you are no longer a bodyguard in its civilian context which by its very title expresses a positive and protective motive and you are easily distinguishable, but for all intent and purpose you are an armed private contractor.

Armed security contractors perform many tasks many of which are outside the remit of a bodyguard and you will be indistinguishable from the  local variety of guns for hire .You will potentially be  escorting individuals associated with questionable motives, histories and despised by many for good reasons and if all of that means nothing as long as you get paid then the moral ground is no longer the field you walk on and as such you are fair game for judgement by people who will view you with hostility and will target you with the same vigour as they will the individuals you are assigned to and remember you will have very little to fall back on in the way of support.

So if you are ex-military and just miss the action and nothing else matters then go forth, but if you are a civilian close protection operative stay put and work within a civilian arena.

French face a security dilemma

The French government have maintained a high security level for some time and given concern regarding some French nationals of Muslim faith travelling to fight or having strong sympathies with Jihadi sentiments especially since the rise of ISIS one must assume that a lot of energy has been directed at monitoring sections of the Muslim community.

An update by French intelligence  authorities advises that France has stopped five terror attacks and brokenup 13 networks linked to extremists in Syria despite this the  number of young people travelling to Syria has increased sharply.

This weekend  we have had to witness at least 13 people being injured, some seriously, after the driver of a car targeted passers-by in various parts of city of Dijon.

According to witnesses he was shouting to the effect that he was acting in support for the “children of Palestine” during his attacks that lasted over 30 min. There has been report of the driver having had mental problems .

The day before another man, stabbed three policemen in town of Joue-les-Tours after shouting Islamic slogans the 20-year-old attacker was shot dead at the scene.

Radical Islamic is thought to be behind the attacks but it seems that there were no clear links between the attackers.There has been other attacks similar to this using vehicles in England, Scotland recently in Israel and now in France.

What makes such acts so difficult to counter is that they are random, acted out by individuals with no direct links to organisations and they have previously not displayed any serious signs of being radicalised.   

The main difficulty for the authorities is a to admit publicly that there are no effective security measures against un associated  random acts of terror, especially if the perpetrators have no direct links with any recognised organisations.

Surveillance and intelligence are the key weapons to counter act any terrorist act but the nature of these acts make an impossible demand of even the most in-depth and intrusive surveillance and intelligence gathering methods.
